To use Jitsi, turn editing on, then add a new activity or resource. Select Jitsi from the list, then configure your settings: date/time, etc... and save changes. Your new Jitsi activity will appear on your course homepage, accessible to all participants.
To use Skype, the presenter and all participants must add their Skype username to their Xcellable user profile. The system will then allow participants to Skype in one-on-one or group meetings using your own Skype account.
